3. The basis for TASH product certification TASH产品认证的依据
3.1 The basis for TUV mark certification is international standards, other countries' advanced standards, and TASH supplemental technical requirements.
TUV标志认证的依据为国际标准、其他国家先进标准及TASH补充技术要求。
3.2 International certification is based on the standards and requirements of the market access and certification regulations of the destination countries and regions.
国际认证依据出口目的国家和地区的市场准入和认证规定的标准和要求。
4. Scope of TASH Product Certification TASH产品认证的范围

5. The main stages of TASH product certification TASH产品认证的主要阶段
Usually, TASH product certification is generally divided into five stages:
通常情况下，TASH产品认证一般分为五个阶段：
a. Product Certification Application 产品认证申请；
b. Product type testing 产品型式试验；
c. Initial factory inspection (if applicable) 初始工厂检查（如适用）；
d. Evaluate the certification results and approve the certification certificate 认证结果评定及批准认证证书；
e. Post-certification supervision (if applicable) 获证后的监督（如适用）。
Different certification rules/regulations might vary a bit.
不同认证规则/细则，可能略有不同。
6. Basic steps for product certification 产品认证的基本程序
6.1 Product Certification Application 产品认证申请
6.1.1 Any company that has the relevant qualifications, is not on the list of serious illegal or dishonest entities, and promises to fulfill its responsibilities and obligations during the certification process can apply to TASH for certification and provide the required information.
凡具备相关定资格、资质，且未列入严重违法失信名单，并承诺在认证过程中承担应负的责任和义务的企业，均可作为“申请人”向TASH提出认证申请，并按要求提供有关资料。
6.1.2 After TASH reviews and approves the application materials, it will send a 'quotation' to the applicant company. Some rules/details specify that sampling is done during the initial review.
TASH对申请资料进行评审合格后，将向申证企业发出“报价单”。部分规则/细则规定初审时进行抽样。
6.1.3 After confirming that the applicant company has paid the certification fee, TASH will assign testing tasks to the testing agency (if applicable).
在确认申证企业已交纳认证费用后，TASH将向检测机构下达测试任务（如适用）。
6.2 Product type testing / product inspection 产品型式试验/产品检验
6.2.1 After receiving the samples, the testing agency will carry out tests according to the standards and technical requirements of the certified product.
接到样品后检测机构将按申证产品所依据的标准及技术要求进行检测试验。
6.2.2 After passing the type test, the testing agency issues a type test report/inspection report according to the prescribed format and sends it to TASH for evaluation.
型式试验合格后，检测机构按规定的报告格式出具型式试验报告/检验报告，送交TASH进行评定。
6.3 Factory inspection 工厂检查
6.3.1 For companies applying for certification for the first time, TASH will send a factory inspection notice to the applicant company after receiving the report showing that the product tests from the testing agency passed.
对初次申请认证的企业，TASH在收到检测机构产品试验合格结果的报告后，将向申证企业发出工厂检查通知。
6.3.2 Inspectors carry out factory inspections of certified companies according to the certification rules/regulations, and they take some samples to check the consistency of test results (if applicable).
检查人员根据认证规则/细则的要求对申证企业进行工厂检查，并抽取一定的样品对检测结果的一致性进行核查（如适用）。
6.3.3 After the factory passes the inspection, the inspection team should issue a factory inspection report in the required format and submit it to TASH for review and evaluation.
工厂检查合格后，检查组应按规定的报告格式出具工厂检查报告，送交TASH进行审核评定。
6.3.4 If a certified company wants to expand the range of certified products, they can apply to TASH for an extension of the certification. TASH will check whether the new products are consistent with the originally certified products and confirm if the original certification results are valid for the new products and whether the last supervision inspection was qualified. Once confirmed, TASH can issue a separate certification or reissue the certification according to the client's request. TASH may conduct product type testing or factory inspections to cover any differences as required by certification rules. In principle, if there are no differences, factory inspections are not repeated for the same product category.
认证企业需扩展获证产品覆盖范围的，可向TASH申请认证证书的扩展，TASH将核查扩展产品与原获证产品的一致性，并确认原认证结果对扩展产品的有效性、上一次监督检查结果是否合格。确认合格后，根据认证委托人的要求单独出具认证证书或者重新出具认证证书。TASH可按照认证规则的要求，针对差异性补充进行产品型式试验或者工厂检查。原则上，无差异情况下，相同产品类别不重复安排工厂检查。
6.3.5 If a certified company needs to reduce the scope of certified products, it can apply to TASH, and TASH will reissue the certification according to the certification rules.
认证企业需缩小获证产品覆盖范围的，可向TASH提出申请，TASH按照认证规则的要求，重新出具认证证书。
6.4 Certification Result Evaluation and Approval of Certification Certificate 认证结果评定及批准认证证书
6.4.1 After receiving the product type test report and the factory inspection report, TASH qualification assessment personnel make an evaluation based on TASH's assessment requirements for certification results.
TASH合格评定人员接到产品型式试验报告和工厂审查报告后，根据TASH对认证结果的评定要求做出评定。
6.4.2 The certificate issuer will issue the certification based on the assessment results.
证书签发人员将根据评定结果签发认证证书。
6.5 Supervision after certification 获证后的监督
6.5.1 TASH carries out regular supervision of certified companies according to certification rules/regulations, and the forms of supervision include
TASH依据认证规则/细则对获证企业实施定期监督，监督的形式包括：
a. Advance notice supervision and inspection, which refers to post-certification supervision inspections carried out according to the supervision cycle specified in the certification rules/details.
事先通知监督检查，即按照认证规则/细则规定的监督周期进行的获证后监督检查。
b. A surprise inspection is when the inspection team goes directly to the production site without notifying the company in advance, following relevant regulations, to supervise the certified company and/or collect samples for supervision.
飞行检查，即在不预先通知企业的情况下，检查组按有关规定自行直接到达生产现场，对获证企业实施监督检查和/或监督抽样的活动。
c. When a certified company has serious quality issues or users make serious complaints, TASH will arrange special inspections without prior notice according to relevant requirements.
当获证企业发生严重质量问题或用户提出严重投诉等情况时，TASH将依据相关要求安排预先不通知的特殊监督检查。
Note: Special inspections can't replace regular inspections.
注：特殊监督检查不能代替正常的监督检查。
6.5.2 The main purposes of supervision and inspection include 监督检查的目的主要包括：
a. Check if the factory's quality assurance system meets the required standards;
验证工厂的质量保证体系是否满足规定的要求；
b. Check whether the certified product meets the certification standards and relevant technical requirements.
验证获证产品是否满足认证标准及有关技术条件的要求。
6.5.3 For advance notice of supervisory inspections, TASH will send certification supervision inspection and annual fee notices to certified companies according to the approved certification supervision plan, and certified companies should be prepared as required.
对于事先通知监督检查，TASH将按批准的认证监督计划向获证企业发出认证监督检查和年金收费通知，获证企业应根据要求做好准备。
6.5.4 Inspectors supervise certified companies according to the factory requirements in the relevant certification rules/regulations, and at the same time, they sample and seal certified products according to TASH's regulations. The sampled products are sent by the certified companies to the designated testing institutions as required by TASH.
检查人员根据相关认证规则/细则的工厂要求对获证企业进行监督检查，同时按TASH的规定对获证产品进行抽样并封样。抽样样品由获证企业按TASH的要求送指定检测机构。
6.5.5 TASH certification assessors review the 'supervision inspection reports' submitted by the inspection team and the 'test reports' submitted by the testing organization (when applicable). Companies that pass the assessment can continue to keep their certification.
TASH认证评定人员对检查组递交的“监督检查报告”和检测机构递交的“检测试验报告”（适用时）进行评定，评定合格的获证企业可继续保持认证证书。
6.6 Paused after certification 获证后暂停
6.6.1 If certification needs to be paused, TASH should let the client know the reason for the pause, the corrective actions required, and the deadline for making those corrections.
如果需要暂停认证，TASH应通知客户暂停的原因，要求整改措施，以及整改期限。
6.6.2 The reasons for the pause include, but are not limited to 暂停的原因包括但不限于：
a) The client didn't maintain the certificate as agreed 客户没有按照约定维护证书；
b) Nonconformance claim 不合格索赔；
c) Misuse of product logos or certificates 产品标志或证书的误用；
d) Complaint confirmed by a third party 第三方确认的投诉。
6.6.3 If the agreed-upon corrections are completed within the specified time frame, certification can be restored under the same conditions as before the suspension. If the corrections require changes to the product, the product before certification and the product after certification restoration should be distinguished.
如果在规定时限内完成约定的整改，则可以按照暂停前的条件恢复认证。如果整改行为需要产品修改，应将认证前产品和认证恢复后的产品加以区分。
6.6.4 If the client doesn't complete the fixes as agreed during the certificate suspension, TASH will cancel the certificate.
如果客户在证书暂停期间没有按照约定完成整改，TASH将撤销证书。
6.7 Revoked after being certified 获证后撤销
6.7.1 If TASH cancels the certificate, it will notify the customer in writing and ask the customer to return the certificate (if it’s still valid).
如果TASH撤销证书，将以书面形式通知客户，并要求客户返回证书（如果证书还在有效期内的情况）。
6.7.2 The reasons for revoking certification include but are not limited to 认证撤销的原因包括但不限于：
a) Revocations caused by certification requirements, such as when a client applies voluntarily, when certification requirements are updated, or when a client fails to complete corrections as agreed during a certificate suspension.
认证要求导致的撤销，如客户主动申请、认证要求的更新、证书暂停期间客户未按照约定完成整改等。
b) The termination of the original certificate, like if Certificate B depends on Certificate A, then ending Certificate A will also cause Certificate B to end.
原始证件的终止，如证书B依赖于证书A，那么证书A的终止也将导致证书B的终止。
c) Cancellation due to third-party requests only happens when TASH determines that the third party's request is valid. The third party can be government regulators, accreditation bodies, and so on.
第三方要求导致的撤销，只有在TASH确定第三方的要求有效时。第三方可以是政府监管机构、认可机构等。
d) Other reasons, like not paying.
其他原因，如未付款。
